At PwC, our people in people operations primarily focus on managing the people lifecycle and the day-to-day operational tasks related to managing employees. This includes activities such as employee onboarding, offboarding, payroll and benefits administration, absence management, employee record-keeping, compliance with labour laws and regulations, and managing employee inquiries and issues. These individuals enable HR processes and systems to run smoothly in order to efficiently support our workforce.

Those in human resource operations at PwC will focus on all areas of Human Resources and the business in executing Human Resources related transactions and administrative activities. You will be a primary HR point of contact in the resolution, escalation or routing of inquiries as needed in line with HR protocols and guidelines, as well as be part of a team of problem solvers that help solve complex business issues from strategy to execution.

As a key member of the People Operations team, the HR Manager will primarily focus on Hong Kong and Macau markets, driving seamless people service delivery including onboarding, offboarding, HR operations, and support for global mobility and wellness initiatives. This is a generalist role requiring a proactive HR professional with strong expertise in HR policy and employee relations, HR compliance, and operational excellence. The successful candidate will act as a bridge between the global HR network and local business units to enable smooth talent movement and business agility.

 

Key Responsibilities:

 

People Service & HR Operations:

 

  • Lead end-to-end onboarding and offboarding processes ensuring a positive employee experience and compliance with local regulations.
  • Lead a team to coordinate visa and work permit applications, liaise with vendors and government agencies, and maintain accurate visa records.
  • Maintain and update employee records and HR databases accurately and securely.
  • Manage routine HR operations tasks including staff orientation programs, government subsidy applications, and HR reporting (e.g., visa renewals).
  • Serve as a responsive HR point of contact for employees and managers addressing day-to-day HR queries and issues.

 

HR Policy, Employee Relations & Compliance (HK & Macau):

 

  • Review, develop, and update HR policies and staff handbooks to ensure compliance with Hong Kong and Macau employment laws, reflecting current regulatory requirements and business needs.
  • Provide expert advice and practical solutions on HR policies, employee relations matters, and compliance to stakeholders at all levels.
  • Investigate and resolve employee relations cases following legal and company frameworks, ensuring confidentiality and fairness.
  • Communicate holiday schedules, office arrangements, and policy changes effectively to staff.
  • Assist in policy-related surveys and ensure documentation and archiving are kept current and compliant.

 

Global Mobility & Agile People Support:

 

  • Manage and oversee global mobility operations for Hong Kong and Macau, enabling smooth talent transitions aligned with global standards.
  • Develop and enhance workflows and procedures to improve efficiency and stakeholder collaboration in global mobility processes.
  • Ensure legal compliance and proper documentation of mobility-related employment contracts and policies.
  • Participate in Wellness projects, supporting wellness initiatives from an agile mindset.

Requirements

  • Bachelor’s degree or above in Human Resources Management, Business Administration, or related field.
  • At least 8 years of work experience in HR Operations or HR Generalist.
  • Previous experience working in a professional services firm or multinational corporate environment is preferred.
  • Profound expert knowledge of labour regulations at both national and local city levels (Hong Kong and Macau).
  • Good understanding of full spectrum human capital practices and policy-related implications.
  • Extensive experience in managing employee relations matters including investigations and dispute resolution.
  • Demonstrated strong professionalism to handle highly confidential information with discretion.
  • Ability to exercise judgment and remain sensitive to individual situations while balancing organizational needs.
  • Ability to manage diverse stakeholders and take a balanced view despite different perspectives and interests.
  • Strong communication and engagement skills to interact effectively with people from various backgrounds and roles.
  • Skilled in managing conflicts and disputes aiming for win-win solutions where possible.
  • Ability to work effectively in a team-oriented and collaborative culture.
  • Demonstrate strong analytical, logical thinking and problem-solving skills.
  • Display high resiliency and agility in a dynamic and fast-paced environment.
  • Proficiency in spoken and written English, Cantonese, and Mandarin.
